EIH Launches Adera: Online Tool for Ethiopians to Report SOE Corruption Amid Major Leadership Changes

Ethiopian Investment Holdings (EIH) has unveiled Adera, a secure online platform enabling citizens to report corruption and mismanagement directly in its 3.9 trillion birr portfolio of state-owned enterprises (SOEs). Certified by the Information Network Security Agency (INSA), Adera supports Amharic and English initially, with Oromiffa and Tigrigna languages planned to ensure accessibility across Ethiopia’s diverse communities.

Users submit structured complaints with evidence via the website, which officials triage by severity for swift investigations and responses. EIH plans a mobile app rollout, marking a tech-driven push for transparent governance in 40 SOEs long plagued by irregularities.

The launch follows sweeping leadership changes: over 70 board members and executives replaced, including at Ethiopian Construction Works Corporation and Development Bank of Ethiopia. Ongoing probes target Ethiopian Electric Power and a fertilizer procurement scandal at another unnamed SOE.

“We need adaptive management for dynamic portfolios—this platform is key to effective monitoring,” said EIH Deputy CEO Habtamu Hailemichael at the headquarters briefing near Abrehot Library. Adera institutionalizes citizen engagement, aligning with EIH’s mandate to overhaul governance and curb corruption.
